The factors that would enable the location are primarily that the soil should be tested to see if they can accommodate the buildings; the environmental impact of setting up of a shopping center must be addressed. The setting up of the shopping center must not destroy any heritage building in the process. The developers of the property and the governmental authorities have to create a plan that will ensure the overall prosperity of the area (Miller, 2007). Prioritizing the projects that could lead to walkways near the rivers, and also ferries and other forms of transit apart from the bridges would increase the overall social value (Mid-Hudson, 2013).
